What’s happening? 

On February 26, 2025, the European Commission introduced the Clean Industrial Deal, a strategic initiative designed to modernize Europe’s industrial sector, align it with climate objectives, and enhance economic competitiveness. Central to this program is the promotion of a circular economy, positioning it as a key driver for sustainable industrial practices.  

Why is this happening? 

The overarching goal of the Clean Industrial Deal is to modernize European industries, particularly those that are energy-intensive, including steel, cement, aluminum, and chemicals. These sectors are responsible for over 20% of the EU’s greenhouse gas emissions. To address this, the Commission has set a bold target: increasing the EU’s material circularity rate from 11.8% to 24% by 2030. This initiative seeks to make the EU a global leader in circular economy practices while reducing industrial waste and emissions. 

Key actions under the Clean Industrial Deal  

The initiative introduces several critical measures to drive the shift toward a circular economy: 

  • Enhancing recycled material use: Improving the quality and availability of recycled raw materials and streamlining their movement across EU member states. 
  • Recovering critical raw materials: Strengthening regulations around e-waste collection and recycling to ensure better recovery of essential materials. 
  • Expediting industrial permitting: Accelerating approval processes and implementing new criteria to promote sustainability and resilience in energy-intensive sectors. 
  • Securing investment: The initiative seeks to mobilize over 100 billion euros in funding to support its ambitious goals.

The implementation of the Clean Industrial Deal is expected to yield multiple benefits such significantly reducing waste and lower greenhouse gas emissions associated with industrial activities and stimulate innovation, create new business opportunities, and enhance the competitiveness of European industries on a global scale together with new jobs creation.
